The India Sanitation Coalition (ISC), launched in June 2015 at the Federation of Indian Chambers of Commerce and Industry (FICCI), is a multi-stakeholder platform that drives India’s journey toward safe, sustainable, and inclusive sanitation.
ISC works to unlock sanitation and WASH financing, foster cross-sectoral partnerships, and promote innovative, climate-resilient models for urban and rural sanitation. Role Overview
India Sanitation Coalition is inviting applications for the position of Program Manager – Implementation – Urban (Dwarka) to support implementation and monitoring of Urban Solid Waste Management (SWM) interventions under ISC’s Program Implementation Unit (PIU).
The role will be responsible for planning, coordination, supervision, monitoring, reporting, and stakeholder engagement to ensure effective implementation and measurable impact at the intervention level. The position will work closely with Urban Local Bodies (ULBs), implementation partners, corporate/funding partners, field teams, and relevant government institutions to strengthen urban sanitation systems and improve service delivery outcomes.
The selected candidate should bring strong program management capabilities, understanding of India’s urban sanitation ecosystem, and the ability to manage multi-stakeholder environments across government, corporate, and implementation partners.
Key Roles and Responsibilities
1. Program Leadership, Implementation & Delivery

Lead and monitor implementation of Solid Waste Management (SWM) interventions.

Monitor activities executed by implementation partners and ensure quality delivery against approved plans and timelines.

Prepare implementation plans, work schedules, progress trackers, and operational reviews.

Support achievement of program targets through structured implementation and periodic monitoring.
2. Government, Municipal & Stakeholder Coordination

Coordinate with Urban Local Bodies (ULBs), Municipal Administration, District Administration, and relevant State departments to support effective implementation.

Facilitate review meetings, implementation discussions, and coordination mechanisms with government officials and institutional stakeholders.

Represent ISC during implementation reviews, consultations, and stakeholder engagements where required.

Maintain regular communication with intervention stakeholders and strengthen institutional convergence.
3. Field Monitoring & Operational Support

Conduct regular field monitoring visits to assess implementation quality, service delivery performance, and operational effectiveness.

Identify field-level challenges and coordinate timely resolution with implementation partners, officials, and line managers.

Document field observations, lessons learned, and implementation recommendations.
4. Monitoring, Evaluation, Reporting & Documentation

Develop and standardize reporting formats, monitoring tools, and implementation templates.

Track progress against work plans, deliverables, and performance indicators.

Prepare and submit Monthly, Quarterly, and Annual Progress Reports.

Manage project documentation, field visit reports, and implementation records.
5. Partnership Management & Program Planning

Ensure implementation activities remain aligned with project objectives, donor expectations, and reporting requirements.

Support planning, review meetings, and adaptive implementation management.

Facilitate timely implementation reviews and action tracking.
6. Capacity Building, Learning & Knowledge Management

Document best practices, innovations, implementation learnings, and success stories.

Contribute to development of case studies, knowledge products, and communication materials.

Support integration of field implementation insights into program improvement and institutional learning.
7. Research, Data & Proposal Support

Support baseline assessments, implementation data collection, and analysis.

Contribute to preparation of concept notes, implementation briefs, and project documentation.

Support integration of implementation evidence into broader program learning and strategic planning.
Educational Qualification
-
Master of Social Work (MSW) / Post Graduation in Social Work / Environment or related disciplines from a recognized institution.

Additional exposure to sanitation, urban development, public policy, WASH, waste management, or development studies will be preferred.
Experience
-
Minimum 7 years of relevant professional experience.

Prior experience in Urban Solid Waste Management (SWM), urban sanitation, municipal systems, urban governance, CSR, infrastructure implementation, or development sector programs is preferred. Experience working with government institutions, implementation partners, and multi-stakeholder environments is desirable.

Travel Requirement: This role requires extensive field travel, with the majority of working time spent at project locations, primarily in Dwarka, Gujarat, and periodic travel as required for review and coordination meetings.
